Is it necessary to make wudu if you want to offer sujud at-Tilawah (prostration when reciting the Quran)?

In this fatwa:
According to the majority of scholars, it is required to be in a state of purity in order to offer sujud at-tilawah. However, some scholars view that wudu is not a condition for offering sujud at-tilawah.
