Wa `alaykum as-salamu wa rahmatullahi wa barakatuh

 

He is not allowed to do that. There is no distinction between the two types of divorce: legal and non-legal. If he divorces you legally, it is considered a valid divorce. He is not allowed to cohabit with you after having done so.

 

It seems to me that he is trying to cheat the system for some personal or selfish reasons.  Islam does not condone cheating or treason. He is wrong in telling you that you should show your love by helping him to cheat or break the law. If you were to do so, you  would also be a partner in the sin.
