In this fatwa:
There is no iddah (waiting period) due to a divorced woman before the marriage has been consummated.
Responding to your question, Sheikh Ahmad Kutty, a senior lecturer and an Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states:
There is no iddah (waiting period) due to a divorced woman before the marriage has been consummated. Allah says in the Quran:
“If you marry believing women and then divorce them before you have touched them, there shall be no waiting period for you to reckon against them. But provide for them and release them in a fair manner.” (Al-Ahzab 33: 49)
So, there is no iddah on the woman in the case you have mentioned above.
