Dear scholar, I have an important questions. Are women allowed to cut hair or nails during their menses?

In this fatwa:
There is nothing wrong if women cut hair or nails during their menses.
Answering your question, Sheikh Mustafa Umar, President of California Islamic University, states:
When a woman is menstruating, she is not allowed to pray, fast, recite the Quran, enter a mosque except for a necessity, have intercourse, or touch a copy of the Quran. She is allowed to do other things such as cutting her hair and nails.
