Wiping the neck during wudu is not mentioned in authentic reports about how the Prophet Muhammad (peace be upon him) performed ablution. While some scholars consider it permissible, the majority view it as unnecessary, with some even labeling it a bidah if done regularly.
Answering your question, Dr. Muhammad Salama, PhD, Islamic Studies in English, Associate Professor at the Faculty of Islamic Sciences al-Madinah International University (Mediu), states:
A group of scholars hold the view that wiping the neck during wudu (ritual ablution) is permissible.
But authentic reports that describe how the Messenger of Allah (peace be upon him) performed wudu say nothing about wiping the neck.
Therefore, the majority of scholars maintain that this practice is not recommendable. Even some scholars label this practice as bidah (heretical innovation); particularly if practiced regularly.
