In this fatwa:
It is permissible to make wudu without answering the call of nature.
Answering your question, the General Iftaa’ Department in Jordan, states the following:
Washing the front and back openings is not a condition for the validity of wudu (ablution) because it is done to remove impurity. Thus if there is no impurity, there is no need for that.
Therefore, it is permissible to make wudu (ablution) without answering the call of nature. However, prayer is invalidated if there is impurity on the anus or the front opening, so this impurity must be removed for the prayer to become valid.
