In this fatwa:
It is not Sunnah to repeat the verse “Inna al-Safa wal-Marwata min sha`a’irillah” during every round of Sa`i. The Prophet (peace be upon him) recited it once when beginning at As-Safa, and pilgrims may spend the remaining circuits in Du`a and Dhikr.
Responding to your question, Sheikh Ahmad Kutty, a senior lecturer and an Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states:
No, it is not required to repeat this verse “Inna al-Safa wal-Marwata min sha`a’irillah” (Al-Baqarah 2:158) in every circuit of Sa`i.
The Sunnah is to recite it once at the beginning, when starting from As-Safa, as the Prophet (peace be upon him) did. After that, one may engage in personal Du`a and Dhikr throughout the remaining circuits.
The verse, “Inna as-Safa wal-Marwata min sha`a’irillah” (Al-Baqarah 2:158) shows the sacredness of As-Safa and Al-Marwah. It is Sunnah to recite it once at the start of Sa`i, usually when first climbing Mount As-Safa.
There is no Prophetic precedent for repeating it later. Scholars like Imam al-Nawawi support this single recitation, while Ibn Qudamah notes you can make any Dhikr or Du`a during Sa`i.
So, focus on meaningful remembrance and sincere supplication throughout your journey.
