In this fatwa:
If you are a resident of Jeddah and you did not have the intention to perform hajj at the time, it is best that you do another `umrah with the intention of hajj tamattu’.
Responding to your question, Sheikh Ahmad Kutty, a senior lecturer and an Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states:
If you simply went to Makkah for `Uumrah and at that time, you didn’t have the intention to perform hajj, and later you decided to perform hajj tamattu’, then it is best that you do another `umrah. That is the preferred view, although there are some scholars who hold that anyone who performs `umrah during the hajj months and performs hajj after is automatically considered as a mutamatti‘, and hence should offer sacrifice.
However, you are being a resident of Jeddah who did not have the intention to perform hajj at the time, it is best that you do another `umrah with the intention of hajj tamatt`.
In acts of worship, it is always good to go for the safest option unless you are facing hardship which calls for a relaxed ruling.
