It's the norm in most cultures for a man to propose to a woman. But can a woman propose to a man? Does Islam say anything about this?

In this fatwa:
- It is permissible for a woman to propose marriage to a man but it is not always necessarily advised. Every situation is different.
- However, in the vast majority of cultures and societies, it is something rare that a woman proposes marriage to a man.
