In this fatwa:
It is allowed for a traveler to pray tarawih, just like he is allowed to pray any other prayer.
Answering your question, Sheikh Mustafa Umar, President of California Islamic University, states:
Muslim scholars agree that offering tarawih prayer in Ramadan is a recommended sunnah.
Abu Hurairah (may Allah be pleased with him) reported that Prophet Muhammad (peace be upon him) said: “Whoever prays qiyam in Ramadan out of faith and in the hope of reward, his previous sins will be forgiven.” (Al-Bukhari and Muslim)
Therefore, it is allowed for a traveller to pray tarawih, just like he is allowed to pray any other prayer.
