The justice during the caliphate of Umar ibn al Khattab (ra) was so great it was an example to the whole world. He vowed that every Muslim who was unable to work would receive a payment.
He once heard a child crying uncontrollably. He went to its mother and asked why is it crying so much. She said she was trying to wean her child as the weaned child received a payment at that time. Umar (ra) cried so much when he heard this that his companions couldn’t understand what he was saying while leading the fajr prayer. Umar (ra) was so upset that a child may have died due to being weaned too early. From that day on every child born in the Muslim world received a payment, weaned or not.
