All chapters of the Quran begin with the basmalah (Bismillahi al-Rahman al-Rahim) except surat At-Tawbah. My question is: should we read the Basmalah out loud in our prayer?

In the Name of Allah, Most Gracious, Most Merciful.
All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.
In this fatwa:
1- Scholars have different views regarding whether or not the ‘basmalah‘ is the first verse of surat al-Fatihah. Both sides have their proofs as seen from the Sunnah of the Prophet (peace be upon him) and both views are valid.
2- If you are taught to recite the basmalah out loud in the beginning of the Fatihah during prayer, this is acceptable. If you are taught to recite the basmalah silently, this is also acceptable.
