Is It Permissible to Protect Non-Muslim Worship Places in Public Service?

25 October, 2025
Q Is it permissible for a Muslim to work in the civil service where some duties include ensuring the safety and protection of all places of worship and facilitating festivals of people from different religions, without intending to endorse or participate in their religious practices?

Answer

In the Name of Allah, Most Gracious, Most Merciful.

All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.

In this fatwa:

Islam permits Muslims to work in public service roles that protect all worship places and ensure community safety. Safeguarding lives and worship sites aligns with core Islamic values, making such duties commendable and ethically sound.

Responding to your question, Sheikh Ahmad Kutty, a senior lecturer and an Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states:

I see nothing wrong with joining the civil service as long as you try your best to avoid work that may compromise your Islamic ethics and values.

Protecting the places of worship and keeping the people safe are noble goals. Allah tells us that protecting the places of worship is one of the stated goals of jihad in Islam.

Allah says:

{Permission is granted to those who are fought, because they have been wronged—and truly God is able to help them who were expelled from their homes without right, only for saying, “Our Lord is God.” Were it not for God’s repelling people, some by means of others, monasteries, churches, synagogues, and mosques, wherein God’s Name is mentioned much, would have been destroyed. And God will surely help those who help Him—truly God is Strong, Mighty.} (Al-Hajj 22:39-40)

Furthermore, saving lives is one of the fundamental objectives of the Divine Laws. Allah teaches us in the Qur’an that just as taking a single life is akin to taking the life of all humankind, saving a single life is akin to saving the life of all.

So, if your duties entail such work, they are commendable; there is no to shy away from them.
