Wa `alaykum as-Salamu wa rahmatullahi wa barakatuh.
In the Name of Allah, Most Gracious, Most Merciful.
A Muslim man is ordained, in case of polygamy, by Allah Almighty and His Messenger (peace and blessings be upon him) to be just towards his wives.
Allah Almighty says in the Qur’an, “And you have it not in your power to do justice between wives, even though you may wish (it), but be not disinclined (from one) with total disinclination, so that you leave her as it were in suspense; and if you effect a reconciliation and guard (against evil), then surely Allah is Forgiving, Merciful.” (An-Nisa’ 4:129)
It was, also, narrated from Abu-Hurairah (may Allah be pleased with him) the Prophet (peace and blessings be upon him) said, “If a man has two wives between whom he is unjust, he will come – at the Day of Judgment – with one of shoulders dropping down.” (As-Suyuty, and Al-Albani said it is authentic)
Therefore, you should, as a good practising Muslim, adhere to the orders of Allah Almighty and follow the noble Sunnah of the Prophet (peace and blessings be upon him) concerning dealing wives equally, kindly, and justly.
Having said this, it is clear that you owe your second wife, who may have not performed hajj yet, a pilgrimage trip, as you have offered your first wife.
So, you need to take your second wife to Hajj this year. Your first wife has no right to be angry as she has, as you have mentioned, performed Hajj with you before and it is the turn of the second wife.
