All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.
In this fatwa:
Eating blood is not permissible, so eating it is haram in Ramadan and in any other month.
In his response to your question, Prof. Dr. Monzer Kahf, Professor of Islamic Finance and Economics at Qatar Faculty of Islamic Studies, states:
To the best of my knowledge, the blood sausage in the United Kingdom is real blood and it is not permissible to eat blood according to the Quran [6:145], this is haram (impermissible) in Ramadan and outside Ramadan.
There is no difference between Ramadan and the other days in regard to what is permissible to eat.
