All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.
In this fatwa:
You had to perform the farewell tawaf before leaving Makkah. Now, as you have left before performing the farewell tawaf, you are required to expiate by offering a sacrifice in the Haram. You can do that yourself or by sending the money to someone else to do it for you or you can entrust an honest company to do that on your behalf.
Answering your question, the Fatwa Center at Islam Q & A, states:
Scholars of the Standing Committee were asked,
I live in the city of Jeddah and I always go to Makkah. Should I bid farewell to the Sacred House after Hajj, or should I delay doing so until I am going to travel to my own country? Is there any expiation to be offered for delaying the farewell tawaf?
They replied,
If you have performed Hajj, then you should not leave for Jeddah after finishing your Hajj rituals until you have performed the farewell tawaf. If you left before performing the farewell Tawaf, you must offer a sacrifice to be slaughtered in the Haram; and you should not eat any of it; rather, it should be given to the poor, because the farewell tawaf is obligatory after Hajj. This is based on the general meaning of the hadith of Ibn `Abbas (may Allah have mercy on him), “People were commanded that the last thing they should do is to circumambulate the Sacred House, but an exception was made for menstruating women.” (Al-Bukhari and Muslim). Therefore, you have to repent to Almighty Allah for going to Jeddah before performing the farewell tawaf. (Fatawa Al-Lajnah Al-Da’imah lil-Buhooth Al-`Ilmiyyah wal-Ifta’ 11/303)
If one is unable to slaughter a sheep because he cannot afford it, then he does not have to do anything and does not have to fast.
Sheikh Ibn`Uthaymeen (may Allah have mercy on him) said, after a detailed discussion on the ruling of a person who leaves out an obligatory ritual,
In that case, we say to the one who has left out an obligatory ritual: Offer a sacrifice in Makkah and distribute its [meat] to the poor. You can either do this yourself or delegate a person whom you trust to do it for you. If you are unable to do that, then your repentance is sufficient and you do not need to fast. This is our opinion concerning this issue. (Ash-Sharh Al-Mumti`, 7/441).
